After Weilu, an Indian man who had been involved in the underworld, was released from prison, he was determined to lead a normal life, but he could not help himself. His most beloved brother followed his best friend into the underworld; the former boss, Heimoli, is said to have returned to Hong Kong, plotting to kill the mobile unit Inspector Chen; and police officer Feitang (Lin Xue) found clues to Victoria Road every now and then. The road is full of troubles, but there is nothing we can do about it. On the other hand, Yau Tsim Mong in Hong Kong is a mixture of fish and dragons, and the undercurrent of all forces is surging. The mobile units led by Sen (Ren Dahua) and May (Shao Meiqi) want to quell the struggle of the underworld forces while tracking down the swordsmen employed by Black Morley. Where will the situation develop in the end?

曾混跡黑社會的印度裔男子維路出獄後，一心過回正常人生活，可惜人在江湖，身不由己。他最疼愛的弟弟跟隨當年好友混入黑道；曾經的老大黑莫耳利據說也返回香港，圖謀殺害機動部隊陳督察；警官肥棠（林雪 飾）則隔三差五找到維路瞭解線索。維路不勝其擾，卻又無可奈何。另一方面，香港油尖旺魚龍混雜，各方勢力暗流湧動。森（任達華 飾）和May（邵美琪 飾）所率領的機動部隊一面要平息黑道勢力的爭鬥，同時還要四處追查黑莫耳利僱用的刀手。最終形勢將朝何方發展？
